[WikiEN-l] Trying to understand "Fair User"

An editor has recently been uploading a number of images to Wikipedia, and 
including the {{fairuse}} template at the top of each of them.  Essentially 
he is asserting that he can upload any image he wants to Wikipedia, and then 
use it to illustrate any article in which it is relevant, under the "fair 
use" clause of United States copyright law.  Is that correct?
