NTL is a big cable ISP in the UK. Each proxy serves tens or hundreds of
thousands of people. Anon editors all look like the same IP. Therefore,
when blocking in that range, make the block really short, so as to help
avoid collateral damage. Also good if you keep your Wikipedia email working
for notices of collateral damage.
