Is there a specific place where this kind of thing is recorded so that the 
interested (and the curious and the plain nosy :-) can familiarise 
themselves with the history of the situation?

I hear a lot of references to occurrences like this, but if you happen to be 
away at the time (or like me have no access outside of work hours) it can be 
difficult to catch up with what has (or has not) happened, which can make it 
in turn difficult to make a rational decision should one be called for.
