[WikiEN-l] Anon IP blocking without account

[Fastfission]

I suppose what it would be, at a technical level, would be "account
only, not IP" blocking, and you'd block edits from [[User:0.0.0.0]],
etc.

(At least, that's how I -- someone who has no idea how anon account
editing works -- would imagine it to work).
