I've seen it in a number of cases; sometimes the admins lost their powers 
temporarly, sometimes permanently, sometimes they had other sanctions not 
involving admin powers.

Bu the rules *are* formalized, and the precedents *have* been set, and it 
doesn't seem like admins are "VIPs with diplomatic immunity" except to a 
small number of editors who are typically trolls or cranks.
