[WikiEN-l] CheckUser working again

[[Special:CheckUser]], the IP-to-name checker, is up and working again.
This is so that the Arbitration Committee can do quick sockpuppet checks
without having to bug the devs.  For more info, see [[m:CheckUser]].

Note that I get a bucketload of requests, so in general I will only look
into the ones that are at least plausibly related to AC cases past or
present.  Also note that it can presently only check what's in the
recentchanges DB, which typically is set to one week.
