[WikiEN-l] wikien-l info page text rewritten a bit

I've rewritten the text a bit (tighten it up, emphasise certain
details, etc). The 'how to post' bit now specifically addresses
blocked users. The following para warns of what happens to uncivil
emails. The 'rules' bit at the end is written as a general
expectation.

The really annoying people don't read anyway, but at least this should
set expectations appropriately :-)
