Because we want everyone to be able to use them. That's what freedom 
means in the GFDL.

If someone wants to put a picture from Wikipedia on his website, he 
should be able to do so.

If someone wants to include pictures in a book and sell it, she should 
be able to do so.

(... they must respect the GFDL, of course.)
