BTW, Barry Goldwater also co-sponsored (along with Sen. Mark Hatfield) in 1968, the bill to end the draft.  He was a conservative of the classical liberal vein (at least at that time).  On civil rights, he probably feared that the bill might result in discriminatory quotas.  Two wrongs don't make a right.
