As a footnote I would add that a letter about Crown Copyright from HMSO 
would only interpret that term as it is used within its jurisdiction.  
Other Commonwealth countries use the term.  They may even have similar 
policies about Crown Copyright, but one cannot presume that HMSO speaks 
for them.
