If you're using the monobook skin, there's a little Javascript extension 
which checks the edit summary and prompts you if you leave it blank...it can 
even cope with the /* commented out section headers */.

I originally got it from [[User:ABCD/monobook.js]]: don't know if it's been 
updated recently: you can see my version in
