The ban renewal is not specifically mentioned in the decision because it applies to all Arbcom decisions. If you attempt to evade an arbcom ban, it gets renewed, period. That's what the punishment for attempting to evade a ban is. If there were no punishment for attempting to evade an arbcom ban, then there would be nothing to stop people from doing it. Effectively, it means that people who ignore the arbcom end up banning themselves indefinitely.
