[WikiEN-l] Blocking without following policy

The only ones I believe that I can safely block are the IP vandals or obvious returning vandals, y'know the ones to stupid to create believeable sockpuppets?  (i.e., Rishartha666, RisharthaUpTheButt, etc.)
