Well, I wonder if it does mean that.  That sounds rather close to
historicism, in the sense Historicism (I) that is mentioned in the
[[historicism]] article.

While this is arguably a principled position from which to write, I don't
think everyone would be happy with it.  'Always historicize' is a slogan
with very definite associations.
