That just says it's effectively public.  It's not intended as a forum; we
all know what it is intended for, and 'WP is not a soapbox' says that is
_not_ as a forum.  If something is set up online for purpose A, and has a
policy saying that purpose B is not what it's for, it is quite reasonable to
enforce the non-use for purpose B where that conflicts with purpose A.
Purpose B could be advertising, self-promotion, or political ranting.
