[WikiEN-l] Another user greeting boilerplate

Just a heads-up that I've created another boilerplate user-greeting for 
those users who have made some good edits but have not yet created a user 
ID. It's much the same as the Standard User Greeting, except that it is 
more appropriate for those users who have not yet really "joined" the 
Wikipedia.
