No. First, they are representing countries whose leaders have been voted 
in (kind of an indirect vote). Second, they actually come to a decision, 
because there needs to be one; our version of consensus drags on without 
a due date or something. Third, I doubt there would be consensus in NATO 
without the US agreeing ;-)
