There's no automatic deploy window. I (or someone else, normally
User:Trizek or User:Quiddity if I'm unavailable for some reason) go
through this process:

means it's not done exactly at the same time every week, but rather
when I (or whoever is distributing it) have time to sit down and take
care of it. As promised in the email I send out on Thursdays, I never
distribute Tech News before Monday afternoon UTC. I have a list of

The Monday 15:00 UTC (Monday 14:00 UTC during daylight saving time)
deadline is when I solemnly promise all Tech News translators that
their translations will be included in the newsletter – Tech News is
never distributed to the wikis earlier than that. In reality, it will
usually be a few hours later, and occasionally closer to midnight UTC
if I have a very busy day and there's something I urgently need to
take care of (but I normally try to avoid that, for my own sake if
nothing else).
I tend to remove the deadline template the last thing I do before
distributing Tech News

I think you might use some combination of tvar and magicwords or templates
for this kind of recurrent messages:

MediaWiki.org from 6 December. It will be on non-Wikipedia wikis and some

Clearly you just have date which will change, and those date and their
locale representation could be embedded in a tvar, if I'm not too
optimistic.
Thus the message would allways appear the same for translators, make a 100%
match with previous translations, and so make translation a little bit
faster and easier. :)
