[Toolserver-l] replication lag

Several scripts and tools I've been running have recently been taking much longer to run than they
usually do (eg. taking 30 minutes to run instead of 8 minutes).  It seems like there is something
that's slowing down the toolserver, and indirectly causing other scripts to take longer to run.
