[Toolserver-l] transaction isolation level set to READ UNCOMMITTED

i disagree with this change.  Aka has said that he already runs his
queries--which were the justification for this change--with READ
UNCOMMITTED isolation level, so this change will not help.

by default, we should always provide correct results to users, unless
they request otherwise.
