[Textbook-l] NPOV and NOR as a local or a global policies on Wikibooks?

NPOV is a global policy across all projects and is older than the 
foundation or wikibooks.  It is non-negotiable from the start.

Fiction is absolutely not appropriate for Wikibooks.
