[teampractices] The "Epic" tag

Hi folks,

Chad recently created the "Epic" Phab tag
<https://phabricator.wikimedia.org/tag/epic/> for our use in the MediaWiki
Core team (for this epic <http://scrummethodology.com/scrum-epics/>, not
this epic <http://imgur.com/gallery/Yr0tw>).  Basically, we want to use
Phabricator to track project ideas big enough to merit discussion during
our quarterly planning.

This doesn't seem like a concept that's too specific to MWCore's use case,
so much so that I'd like to evangelize its use.  Any reason not to make
this more widespread?  Would it be ok for non-team members (e.g. me
assuming I'm not on your team) to start tagging things that look like epics
in your projects?  I'm thinking that, at a minimum, things we identify in
the quarterly planning process
<https://www.mediawiki.org/wiki/Wikimedia_Engineering/2014-15_Goals/Q3> should
have Phabricator epics associated with them.
