[teampractices] Upstreaming to Phabricator.org

[Quim Gil]

Thanks to the Request for Comments about Wikimedia moving its development
infrastructure to Phabricator, we have now dozens of related tasks created.
Some of these tasks would require improvements upstream -- or at least this
is what we think.

If you are following the development of Phabricator upstream, or if you are
an advanced user of Phabricator, you are invited to help deciding the best
approach for these tasks, without having to follow all the Wikimedia
migration specific ones.
