[teampractices] Documentation for various team process... stuff

Hey all,

I was just thinking that it would be nice to have a centralized location
for team process-related documentation on-wiki somewhere. I'm not
completely sure where that place ought to be, though, so I'd like your
input before I just start it off somewhere.

It's been pointed out that if this documentation is going to contain
screenshots of proprietary tools (and it will, almost immediately...
because I'm planning on doing that), it shouldn't be on a wiki that ties in
to commons for image uploads.

So, maybe wikitech? What do you think?
