No, you can comment on a closed bug.  E.g. see 
https://bugzilla.wikimedia.org/show_bug.cgi?id=47296 .  It's a WONTFIX, 
but the comment field is there as normal.

I agree it should be a policy, and it would be even better to have it 
written.
