[QA] New coverage pipeline

Hi,

As a heads up, I created a new 'coverage' zuul pipeline so that the new
mediawiki-phpunit-coverage-patch job doesn't interfere with returning
normal test results. This job is pretty slow so it's currently set to
`concurrent: false` so only one runs at a time to avoid hogging all the
slots. I'm not really sure exactly how slow it could end up being,
because cloud services VMs seem to run PHPUnit+Xdebug 2-3x slower than
my laptop.

If the queue gets backed up, it should be fine to kill the jobs /
disable it entirely.
