[QA] Jenkins Job Builder has been upgraded

Hello,

I have updated our Jenkins Job Builder fork in
integration/jenkins-job-builder.git to catch up with a latest upstream
changes and add a custom patch to it:

 https://review.openstack.org/#/c/471030/

That fix the conditional-step plugin when several steps are used. I
required it for https://gerrit.wikimedia.org/r/#/c/357209/

Not much else changed :-}
