According to bash history that has been disabled on
2016-07-25 09:45:29 by myself.

I was live hacking modules/package_builder/templates/pbuilderrc.erb  for 
the change https://gerrit.wikimedia.org/r/#/c/300830/

It is enabled again, sorry.
