[QA] zuul whitelist + CI scaling project?

Hi,

It was long planned that the CI isolation project would let us eliminate
the zuul whitelist and run +2 tests for all users. Is that still the
case with the renamed "scaling" project? AIUI those VMs still have
internet access and aren't really "isolated".
