[QA] MediaWiki QUnit jobs are passing again

Hello,

The MediaWiki Qunit jobs run by CI were semi randomly failiveng for the
last three days.  The reason is we had set $wgHTTPProxy to a service
which is no more usable and a timeout race condition would cause the
jobs to fail.

I have disabled the proxy configuration and the jobs are now reaching
internet directly.
