[QA] Setup #wikimedia-qa for beta operations monitoring/response

I'd like to float the idea of having the new beta icinga alerts sent
to the #wikimedia-qa irc channel and also inviting labs-morebots into
the channel so that !log messages can be recorded to the SAL for beta
[0] from there. My thinking behind this is that beta needs an
equivalent of #wikimedia-operations. Right now things related to this
are split across #wikimedia-labs and #wikimedia-qa in a semi haphazard
fashion. Tech discussions of beta tend to happen in #wikimedia-labs
and testing related (and team) discussions tend to happen in
#wikimedia-qa. As recent email threads and face to face feedback have
confirmed there is a lot more usage of beta than the team managing it
knew. Consolidating these conversations and publicizing where they
happen seems like a great way to bring this emerging community
together for our common goal of increasing the production features and
stability of the Wiki[mp]edia family of wikis.
