[QA] IE11 support for Selenium/Webdriver

So the worldwide Selenium Conference is going on right now in Bangalore,
and I saw just now that Jim Evans announced that Microsoft has committed to
making Webdriver work for desktop IE11.

Right now IE11 support is blocked by this issue:

We are currently building support for easily managing any arbitrary version
of any browser (including IE11) in our Jenkins builds.

I'll send any updates as I find them...
