[QA] New parameter "cucumber_tags" for browsertest jobs

Hey,

after [1] got merged today, you can use
cucumber_tags: '@my_custom_tag'
in browsertest jobs to only run a specific set of tests.

Before that, Cucumber was called with e.g.:
--tags @beta.en.wikipedia.wmflabs.org
That did not let much flexibility in specifying what scenarios should
be run in a job.

If you don't specify anything for "cucumber_tags", the behavior just
stays the same as it was (which at the moment should be true for all
jobs except the Wikidata ones).

If you want to use this parameter, here [2] is an example how to use it.
