[QA] QA Tests: Waiting for things to disappear

Ha!

I was thinking of this (and I continue to think of this) as two separate
problems, but I do find myself using the construct in
121543<https://gerrit.wikimedia.org/r/121543> a
lot.

However, I am still concerned about the token/cookie issue and I'm still
trying to get to the bottom of why it happens.
