[QA] beta cluster will migrate to eqiad

Hello,

As you may be aware, wmflabs is migrating from our datacenter pmtpa to
the datacenter eqiad.   Ops have build the infrastructure and started
assisting people in migrating their instance.

The lame plan is to rebuild beta cluster from scratch on fresh instances
in eqiad.  Migrate the uploaded files and then validate the
installation.   Once it is deemed functional, we will switch the DNS
entries to the new instances.
