[QA] mediawiki/selenium and mediawiki/ruby/api

# TLDR

Would it make sense to move mediawiki/selenium to mediawiki/ruby/selenium?

# I have all the time in the world, tell me a story

At the moment we have two Ruby gems, mediawiki_selenium[1] and
mediawiki_api[2]. They live in gerrit at mediawiki/selenium[3] and
mediawiki/ruby/api[4].

When moving mediawiki_api from github for gerrit, we have asked for
mediawiki/api, but it was rejected and we got mediawiki/ruby/api.

I was recently updating list of repositories that cause irc bot to ping
#wikimedia-qa[5] and it came to my mind that moving mediawiki/selenium
to mediawiki/ruby/selenium would make sense.

What do you think?
