[QA] VE browser tests cant find "Review your changes"

Hello,

I am finishing up the Jenkins environment that would let us run browser
tests in a labs instance whenever a change is submitted in Gerrit.

The tests always fails to find the 'Review your changes' link:

timed out after 5 seconds, waiting for
  {
    :class=>"oo-ui-labeledElement-label",
    :text=>"Review your changes",
    :tag_name=>"span"
  } to become present (Watir::Wait::TimeoutError)
