[QA] beta cluster code has been frozen for 48 hours

Hello,


Since August 13th 21:20 UTC (roughly), the source code of MediaWiki was
no more being updated on the beta cluster [bug 69590].

I have fixed the root cause and code was synced at 21:06 UTC.


I would like to publicly thanks S Page and Erik Bernhardson to have
filled a detailed bug report and a command to easily verify the code was
being synced properly on all hosts.  That saved a lot of time in the
investigation.
