This is now working.  Any whitelisted folks can fill a comment of
'recheck' and the test pipeline jobs will be triggered.

I am keeping https://bugzilla.wikimedia.org/64015 around thought. I
would like to trigger tests when a whitelisted user vote CR+1 on a patch
that had no test run yet.
