[QA] "Date and time" link at Special:Preferences

We have a failing test[1] because "Date and time" link at
Special:Preferences page exists at test2.wikipedia.org but does not exist
at en.wikipedia.beta.wmflabs.org.

Anybody knows why that tab is missing at en.wikipedia.beta.wmflabs.org?
