[QA] make-release.py testing

Hello,

Today I slightly refactored the python utility we are using to craft
MediaWiki release.  Would be nice to have some people to use it locally :)

I got several patches, the tip of them being
https://gerrit.wikimedia.org/r/#/c/86275/

To test the script one can:

git clone https://gerrit.wikimedia.org/r/mediawiki/tools/release
git fetch refs/changes/75/86275/1 && git checkout FETCH_HEAD
cd make-release
./make-release.py --help

>From there you can play with the various options.

Cced the main users of this script (Mark, Chris and Sam). Follow up on
the qa list.
