[QA] hover and scroll

Hi!

We are writing browser tests for the new translatewiki.net Main Page.

The page is here:
https://translatewiki.net/wiki/Special:MainPage
(You'll only see it if you are logged in.)

It has some tests for checking behavior on hover. There is a .hover method
in WebDriver (or is it PageObject? I'm never sure), but it seems that it
only works if the element is in the viewport. What's the right way to make
it work?
