Very observant.  It would be fine to contribute bugs like this in bugzilla.
 There is an entry for UniversalLanguageSelector there under "Mediawiki
extensions".

It is also worthwhile I think to spend time on IRC.  The WMF Language team
can usually be found in the channel #mediawiki-i18n, and the wiki at
https://translatewiki.net/ is a great place to explore how languages and
translation work for the Wikipedias.

As you're getting more familiar with ULS, language display, input methods
and such, one thing to think about for future exploration is the
interaction of these ULS features with the VisualEditor.  This is an area
that needs a lot of scrutiny.  Code being staged for production is
available on the test2wiki at https://test2.wikipedia.org while the latest
version of the master branch is available on beta;

(I'm
not sure of the status of most of the non-English wikis on beta, though,
they might not be usable right now.)
