[QA] CodeSniffer job voting on Translate repo

G'day.

With https://gerrit.wikimedia.org/r/#/c/88635/ by Antoine, coding
conventions are now enforced on the Translate repository. If your patch set
does not pass, Jenkins will provide you with a red cross.

At the moment, the Translate repository does not pass. For this to happen,
https://gerrit.wikimedia.org/r/#/c/88616/ should be merged first.
Additionally, https://gerrit.wikimedia.org/r/#/c/88624/ addresses
CodeSniffer comments that are not being tested by the Jenkins job.

I know it's a drag to get to this stage, but at least we will remain as
clean as we are now, code formatting wise, that is. If you see any FAILUREs
in jobs for your patch sets, even if the jobs are not voting, please
consider addressing the issues that are mentioned in the logs for those
jobs. Chances are, you may find some real bugs, too, like I did in
Translate today: https://gerrit.wikimedia.org/r/#/c/88615/
