I have tried on Windows 7 Enterprise Service Pack 1 32-bit, Chrome 28,
ChromeDriver 2.1.210652, selenium-webdriver 2.33.0, watir-webdriver 0.6.4;
with both Ruby 1.9.3p448 and Ruby 2.0.0p247 and I was able to reproduce the
problem.

My guess is that it is a bug in ChromeDriver[1] and it should be reported
in their bug tracker[2]. As we discussed on Skype yesterday, Issue 405[3]
looks similar to your problem.

I would suggest that you translate the watir-webdriver script that I wrote
to selenium-webdriver API[4] and report the problem. Please let me know if
you need help with that.
