I have applied for RubyMine[1] (Ruby IDE) open source license, and they
have approved it. Anybody that contributes to MediaWiki development
(including testing) can use the license. We are free to forward it to
contributors. We should not post it publicly because anybody could use it
then.

I use RubyMine every day and I highly recommend it. Download the IDE and
use it's 30 day free trial. If you like it, reply here (so it is
transparent who requested the license) and I will send you the license
privately.
