interwiki links on templates should be positioned between <noinclude></noinclude>-tags. Otherwise they would be displayed on every page the template is included. I've seen it at [http://pt.wikipedia.org/w/index.php?title=Predefini%C3%A7%C3%A3o:Info/Cidade&diff=prev&oldid=14865395]
