Hello!
We hope use welcome.py in other Arabic Wikimedia projects. We need to replace ":ويكيبيديا" which is meaning "Wikipedia:" to "Project:" in two lines:

"    'ar': u'ويكيبيديا:سجل الترحيب/توقيعات',"
and
"    'ar':u'ويكيبيديا:سجل الترحيب/قائمةبيضاء',"
