It's mostly just a tool for MediaWiki developers rather than MediaWiki
users or admins, so probably not worth doing a CentralNotice banner for.
It's already been advertised on the Wikitech-l mailing list, so hopefully
most of the developers are now aware of it. For anyone interested, here's

Again, I apologize for my lack of impulse control. Once the thought of
putting a mustache on the Mediawiki logo enters your mind, it's hard to
dispell :)
