thx, I need to debug it when I have time.

Pls use now the tag format:

<includeonly><tooltip 
text={{{1}}}>{{{2}}}</tooltip></includeonly><noinclude>Usage: 
<nowiki>{{tooltip | base text | tooltip text}}</nowiki> ({{tooltip | 
base text | tooltip text}})

This is working.
